Carmel's Rivers, the 2026 Flood and Your Basement

Carmel is bordered on the east by the White River, and Cool Creek drains about 23.7 square miles, much of it in Carmel, into the river south of 116th Street (IDEM). On Aug. 15, 2026, the White River gauge at 82nd Street crested at 21.18 ft, second only to March 1913 (NOAA).

Carmel's two waterways

The White River forms Carmel's eastern edge. Cool Creek begins near 199th Street, north of the city, and flows south-southeast through large parts of Carmel before joining the White River below 116th Street; its watershed covers about 23.7 square miles (IDEM Cool Creek watershed plan). The City of Carmel's floodplain page says much of the city has flooded significantly in the past, though not commonly. The city takes part in FEMA's Community Rating System, and building or earth-moving in a floodway needs an Indiana DNR permit on top of city approval.

What August 2026 brought

• Six-day rain totals ending Aug. 17 of 6.43 inches northeast of Carmel's center and 5.70 inches to the west (NWS Indianapolis, from CoCoRaHS reports).
• The White River at 82nd Street, just downstream of Carmel's southeast corner, crested at 21.18 ft on Aug. 15, above its 19 ft major flood stage and second only to 22.4 ft in March 1913 (NOAA).
• 40 people evacuated from 41 Carmel homes, and a bridge on Hazel Dell Parkway at Blue Woods Creek collapsed (WISH-TV).
• A statewide disaster declaration on Aug. 13, then a federal emergency declaration on Aug. 15 that covered Hamilton County (Indiana Department of Homeland Security).

Help and insurance notes

As of Aug. 20, federal assistance did not extend to individual homeowners and renters. Indiana's disaster relief fund offered grants of up to $5,000, and the Indiana Department of Insurance ordered a 60-day moratorium, effective Aug. 17, on cancelling policies of affected policyholders (Indiana Department of Homeland Security). Programs change, so check the state's current guidance before relying on any of this.

What to check in your basement now

• New or wider cracks in walls or the floor, especially horizontal ones.
• Walls that lean more than before; saturated backfill is heaviest right after a flood.
• Efflorescence, the white mineral crust that marks where water came through.
• The sump: test it, clean the pit, and make sure the discharge line isn't crushed or clogged.
• Anything that stayed wet behind finished walls, which should be opened and dried.
